Sassy Gay Garry

I don't think he is gay at all! 
 In the game he seems overly protective of id and it is evident that he may have feelings for her. 
the makers may have originally wanted him to be gay but in the English version (newest) he does not refer to himself as female.
personally his look shows that he dresses in a modern way like Andy Warhol-I read his bio and it said that he talked in a stylish manner and wore strange clothes with absurd wigs. 
his fashion, style is common for people who have an interest in art.
plus just because a man is feminine does not mean he is gay-wouldn't that be stereotyping? 
I mean gay men can be masculine!
I don't think there is any evident evidence in the game that he is gay........he could be a lonely posh man (as he likes restaurants and ate macaroons-which are expensive ) with an interest in art.
personally his traits  remind me of ones of postmodern artists.
making Garry gay would perhaps change the mood of the story a bit, at the promise of reunion ending we see Garry stating that him and ib will meet again.
at that time we can sense a romantic relationship blossoming..............plus the age difference is not too much: 
ib's rose:5 petals
Garry's rose:10 petals
therefore if ib is 9 Garry would be 18.
a nine year difference is not tooo much!
plus I love ib and Garry to be together!
